How to solve this app is preventing shutdown :
1.Here i get this issue in my windows 10 home based pc.
2.At same time this trick also works on windows 7,windows 8 and win 8.1.
3.So first of all force close that background running app via task manager.
4.And then follow that i mentioned registry method.
5.So if you follow this simple step,that problem is fixed in permanently.
